goal of the Project is to help the most promoting industrial enterprises
obtain financing for energy efficiency from financial institutions
such as EBRD, the International Finance Investment Corporation,
the US Export-import Bank, and the Overseas Private Investment Corporation,
or through new, creative financing mechanisms
