Closing Statement Of the 3rd Meeting of Sub-group on Climate Change of the Us-ukraine Bi-national Commission
The 3rd meeting of the Sub-group on Climate Change of the Us-ukraine Bi-national Commission was held on January 17-18 in Kyiv. The meeting was co-chaired by Yuriy Ruban, Deputy Minister of Ecology and Natural Resources, and Ambassador Mark G. Hambley, US Special Negotiator for Climate Change. Representatives of the State Department, US EPA and USAID took part in the meeting. Representatives from the Ministry of Ecology and Natural Resources, Ministry of Fuel and Energy, Ministry of Foreign Affairs, Ministry of Economy, State Committee on Energy Conservation and other ministries and departments, which are the members of the Interministerial Commission on Climate Change, were present at the meeting from the Ukrainian side.
The Sub-group discussed joint activities on climate change in 1999-2000, main directions of cooperation between the USA and Ukraine in 2001, issues of coordination with other international programs in Ukraine, the exchange of information about the present state of the negotiations related to the 6th Conference of the Parties to the UNFCCC, and participation of the Ukrainian public in addressing the climate change problems.
The Sub-group reaffirmed the main directions of bilateral cooperation stipulated in the Memorandum of Intent between the Government of the United States of America and the Government of Ukraine on Cooperation on Climate Change.
The Ukrainian Party expressed its positive attitude to the activity of USAID Climate Change Initiative (CCI) and other USG programs in Ukraine, and pointed to the fact that during the first year of its activity CCI made а number of efforts, particularly in conducting а cycle of training workshops for workers of the governmental structures, industry and the public.
Both sides recognized the importance of cooperation with other countries and international organizations, and with Ukrainian Ngos.
Both Parties are planning to hold the next meeting of the Sub-group to be agreed upon through correspondence between co-chairmen.
