Background

Vinnitsa is а regional center with а population of over 200,000. Most households are heated by the district-heating network designed in the 1950s. Vinnitsa district heating is supplied by а thermal power plant and 160 boiler houses and has over 500 kilometers of heat transport pipelines. The district heating system is highly inefficient and obsolete.

Project Goal and Ghgs Targeted

The objective of the project is the reconstruction of the municipal heating system to make it more efficient and better insulated. The project suggests replacement of stop valves and boiler equipment and more than 200 kilometers of trunk and heat supply pipeline. The project will introduce metering and strict consumer payment requirements and aims to reduce fossil fuel consumption by 10%. The project is aimed to reduce the losses in heat production, transportation, and distribution. Over the project’s estimated 13 year timeline, the system is expected to increase its efficiency by 87% and result in significant budget savings. The GHG emission reductions gained will be approximately 1.4 million metric tons of CO2 equivalent.

Estimated Cost

The total estimated cost of the project is Us$ 43 million. The contribution of Vinnitsa regional administration is Us$ 8 million. Stepwise implementation of the project will reduce the total project cost.

Status and Financing

The Municipality is willing to consider any form of credit or investment must not exceed the feasibility of the project. Technical assistance for conducting the feasibility study is also required. The preliminary feasibility study is available in both Ukrainian and English.
