Background

Donetsk region is the largest power consuming industrial area in Ukraine. The region’s energy sector consists of thermal power plants which operate on low-thermal value power generating coal. These power plants are а large source of environmental pollution and GHG emissions.

Project Goal and Ghgs Targeted

Donetsk Regional State Administration jointly with WINDENERGO company are developing а program of replacing the thermal power plant’s capacity with wind power to reduce GHG emissions and to improve local air quality. The program envisages that 20-30% of the region’s electricity production will come from wind turbines. For example, it is planned to replace one unit at Vuhlehirska Thermal Power Plant with а 500 MW wind power plant. This will help to cut dramatically the use of fossil fuels, and will lead to an annual CO2 emissions reduction of about 2.5 million metric tons. The implementation of the project requires the development of а feasibility study.

Estimated Cost

The preliminary estimation suggests that Us$ 200,000–250,000 are needed to prepare the feasibility study, which will determine the full project cost.

Status and Financing

The Donetsk Regional Administration is open to any proposals regarding the project financing. Part of the financing will come from the regional budget.
