MENR 2001 major activities

October 29 - November 10 Marrakech, Morocco, hosted the 7th session of the UNFCCC Conference of Parties (Cop-7). The Ukrainian delegation headed by the Minister of Ecology and Natural Resources Serhiy Kurykin was an active negotiations participant over the course of the meeting (for more information see the link above and the MENR website).

October 31 the Interministerial Commission on Climate Change met for its 9th session at the Cabinet of Ministers office. Oleg Dubyna, the Commission Chair, introduced the new Commission members. The meeting participants discussed the results of the Cop-6 second part negotiations in Bonn and confirmed the Ukraineъs position at the Cop-7 meeting.

October 23 MENR and the Climate Change Initiative organized а workирщз to prepare for the Cop-7 meeting in Marrakech. Minister Kurykin opened the meeting. Vasyl Shevchuk, the Head of Apparatus of the National Security Council of Ukraine, spoke on the Ukraineъs undertakings under the UNFCCC, Oleg Velychko of MENR outlined the milestones for Ukraine from Kyoto till Marrakech and the NGO representatives presented their view of Bonn agreement and its implementation. The preparatory workshop participants focused on the Cop-7 agenda items and suggestions for Ukraineъs delegation position at the Cop-7.

September 27 the World Bank mission hosted the 10th meeting of the Multilateral Working Group on Climate Change. The meeting participants included representatives from MENR, Ministry of Economy, State Committee for Energy Conservation, Danish and German Embassies, Canada-ukraine Environmental Cooperation Program, World Bank, USAID, Alliance to Save Energy, CCI, ARENA-ECO. Key topic discussed related to Ukraineъs fulfillment of the UNFCCC, preparedness for the Kyoto Protocol ratification, international cooperation and donor technical assistance on climate change issues.

September 26 according to the Cabinet of Ministers Resolution №1227 the First Vice Prime Minister Oleg Dubyna was appointed as а Chairman to the Interministerial Commission on Climate Change .

August 7 - MENR representatives Oleg Velychko and Valeriy Vodolaskov participated in а press-conference dedicated to the release of 6 public service announcements (PSA) prepared as part of the CCI project in cooperation with the Internews Ukraine.

August 6 - representatives from MENR, Ministry of Fuel and Energy, and other government agencies participated in the "COP-6(2) Lessons: а View of Ukrainian Delegates" seminar organized by CCI in Kyiv. The head of Ukrainian delegation to Bonn - Minister Serhiy Kurykin - and other delegates - Vyacheslav Lipinskiy, Oleg Velychko, Valeriy Vodolaskov - presented detailed reports on the results of the negotiations at Cop-6(2). Delegation members also briefed on the COP decisions and prospective discussion points for the upcoming Cop-7 in Marrakech. July 16 - 27 - Bonn hosted the resumed session of UNFCCC Cop-6. Ukrainian delegation headed by the Minister of Ecology and Natural Resources took an active part in the negotiation process.

July 13 - Minister Kurykin met US Special Negotiator on Climate Change, Ambassador Mark Hambley and U.s. Ambassador to Ukraine Carlos Pasсual to discuss the resumed session of UNFCCC Conference of Parties in Bonn, Germany. The same day the Minister met the Office of Environmental Monitoring staff and the climate change working group of Ukrainian Ngos regarding the position of the official delegation of Ukraine to the Cop-6(2) and the consolidated paper by COP President Jan Pronk. The meeting revealed the Ngos and the government had common views on many position issues.

July 13 - MENR submitted its proposals to the Secretariat of Multilateral Working Group on Climate Change on agenda items to be included into the upcoming meetings of the group. These included the Canada-ukraine Environmental Program intermediate reports, the World Bank project results, as well as а request to the international and other donor program coordinators to provide the project status information to the meeting participants, outlining the changes that had occurred in between the sessions.

July 10 - the World Bank mission hosted the 9th meeting of Multilateral Work Group on Climate Change, with MENR, Ministry of Economy and other government agencies participating. Among the key points discussed, there were ensuring Ukraine meeting commitments under the UNFCCC, cooperation and technical assistance of the donor organizations, international program activities and Ukrainian NGO activity on climate change. Ministry of Economy suggested to set up а monitoring system for the projects implemented in Ukraine that would improve coordination and analysis as well as contribute to the future activities planning. The proposal was for the project managers to submit the relevant data to the appropriate Ministries.

June 15 - Minister Kurykin, Mr. Lypinskiy and Ms. Gordienko took part in the public awareness action "No to global climate change!" organized by the NGO Working group on climate change in Kyiv, on Kontraktova square.

May 17 - MENR along with other government agencies participated in the 8th meeting of Multilateral working group on climate change, hosted by UN Development Program. The participants discussed issues related to cooperation between the Government of Ukraine and the Multilateral Group and the CCI, as well as the World Bank project Implementation and the Central and Eastern Europe tender for GHG emissions reduction equipment procurement, conducted by the Dutch Government.

April 13 - Ministry of Ecology and Natural Resources hosted а meeting for representatives of Ministry of Fuel and Energy, Ministry of Economy, Arena-eco and the US experts on climate change. The purpose of the meeting was too discuss the possibilities of conducting regional GHG emission inventories in Ukraine. The Ukrainian specialists noted that this work should be based upon all previous studies conducted in Ukraine.
Further discussion took place at Climate Change Initiative office. The Parties have developed а plan for conducting а joint inventory study.

March 2 - UNFCCC Secretariat posted on its website Report on the in-depth review of the first national communication of Ukraine Study of the First National Communication submitted by Ukraine.

February 14 - the 8th meeting of the Interministerial Commission on climate change considered and approved the World Bank project "The National JI Strategy Study for Ukraine", discussed the outcomes of the Cop6 meeting in Hague, November 13-23, and reviewed the Vynnytsa district heating reconstruction project under the Canada-ukraine Environmental Program of 1999-2002.

January 17-18, 2001 - the third meeting of the Subgroup on Climate Change of Us-ukraine Bi-national Commission was held in Kyiv. The Closing Statement in the result of the meeting was signed by Minster of Ecology and Natural Resources, Ivan Zayets, and US Special Negotiator on Climate Change, Ambassador Mark Hambley.
