Goal, Specific objectives

Development of recommendations on establishing а reliable, sound and transparent Ukrainian National System for estimating and monitoring anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, which should be consistent with international standards

Specific objectives:

• Develop an inventory of GHG emissions in energy sector for 1999 using “bottom-up” approach and taking into account clarified emission factors for fuel combustion, and
• Present results in Common Reporting Format adopted by Cop5

Types of Activities

Review and assessment of current mechanism for the the collection, processing and verification of GHG inventory data

Organization of а system for collecting, processing, analyzing and presenting input national data for the energy sector as required by the Common Reporting Format

Adaptation and adjustment of methodologies and software approved at the international level for the purpose of estimating and reporting national GHG inventories in energy sector

Analysis of earlier completed National GHG Inventories, quality rating of input data used in previous inventories

Development of methodology for clarification of Ukrainian-specific emission factors

Development of the Ukrainian-specific structure of typical data for all GHG sources/sinks included in IPCC Revised Guidelines (1996) and Best Practice documents

Development of structure of the Ukrainian National GHG Inventory System consistent with international standards

Preparing recommendations for methodological basis of Ukrainian National GHG Inventory System

Realization of the “bottom-up” GHG monitoring and reporting pilot project: Development of GHG emissions inventory in the energy sector for 1999 using clarified emission factors for fuel combustion and presenting results in the Common Reporting Format

Preparing the Information Exchange Program between Canadian and Ukrainian specialists focused on improving assessment methods for GHG emissions and sinks

Expected results

Analytical report on assessment of current system for collecting, processing and verification of input data in order to keep Annual GHG Inventories

Adjusted and adapted for Ukrainian conditions methodologies for estimating and reporting national inventories, which meet international standards

Software for estimating and reporting national inventories in energy sector

Ukrainian-specific emission factors for the energy sector

Recommendations for the Structure of Ukrainian National GHG Inventory System

Report on GHG emissions inventory in the energy sector for 1999 in Common Reporting Format
