Actions by the Government of Ukraine

Fulfilling the commitments taken under the UNCCC, in February 1998 Ukraine submitted to the Secretariat of the Convention its First National Communication on Climate Change. In September 1999, Ukraine forwarded draft annual inventories of national greenhouse gas emissions and uptakes for 1991 through 1998, and in September 2000 - the final versions.

The Ukrainian Government is an active participant in international forums and negotiating processes on climate change. Ukraineъs representatives are participants of the UNFCCC Conference of Parties and the Subsidiary Bodies' meetings. Along with international cooperation Ukraine is maintaining bilateral agreements on climate change issues with а number of countries. The Government of Ukraine signed а Memorandum with the Government of the United States and the Government of Canada on cooperation in climate change activities. There was also а Memorandum signed by the Ministry of Environmental Protection and Nuclear Safety and the Institute of Public Administration of Canada on implementing the joint Canadian-ukrainian program for environmental cooperation. The Government of Ukraine also cooperates with the World Bank on the national joint implementation strategy development.

The current major task of the Government of Ukraine is to form and put into force the national policy on climate change. To address this particular task, as well as reinforce the national administrative structure on climate change and ensure the fulfillment of obligations under UNFCCC in April 1999 the Interministerial Commission on Climate Change was instituted. The Commission consists of representatives of the appropriate ministries and departments, the Cabinet of Ministers, Verkhovna Rada, the Administration of the President of Ukraine, and the National Academy of Sciences of Ukraine.

Due to the introduction of the positions of State Secretaries in Ukraine the membership of the Commission requires modifications. As of September 26, 2001, pursuant to the Cabinet of Ministers Resolution, the Commission is headed by First Vice Prime Minister of Ukraine Oleg Dubyna. On October 17, the 12th meeting of the Commission took place.
